WebTranscoder with intel gpu QVS support

WebTranscoder with qvs support..
all files decoded

bud the intel gpu qvs supprt must be installed ofcourse with right kernel etc instalation for kernel and qvs its not inkluded you have to found self mybe if i have time i can post how to install right kernel and enabel qvs on ubuntu ..

bud anyway its works cpu transcoder with vlc support and ffmpeg very nice handling
